Since November 2025, the ‘Digital Omnibus’ – the most far-reaching proposal for amendments to the GDPR since it came into force – has been on the table. The European Commission aims to redefine the concept of personal data, transfer the cookie regime from the ePrivacy Directive into the GDPR, establish an explicit legal basis for AI training, relax the obligation to report data breaches, and standardise data protection impact assessments across the EU.
